"This report represents an initial attempt 1) to delineate the scope and objectives of conventional arms control, 2) to suggest some of the linkages between limits on conventional and nuclear weapons, 3) to identify a variety of approaches to limiting conventional arms, and 4) to recommend specific steps which could immediately be taken to control the conventional arms race. It concludes that conventional arms control presents a promising new agenda for international negotiations and that it is time to launch parallel efforts to limit conventional and nuclear weapons."
